The problem from my perspective is that rounds delivering worse case penetration depth have proven to easily overpenetrate flat center of mass torso and even angled torso shots. It has been shown over and over that rounds that meet these FBI standard tend to overpenetrate the target and deliver deadly force after passing through a perpetrator or barrier. I consider this an unacceptable risk to bystanders.
